There were 9 countries involved, but the top 3 countries involved were England, the US, and Japan. It was intended to limit naval arms. Charles Evans Hughes was in charge of the foreign policy. He said US was going to eliminate 30 vessels. 37) He was a member of the Ohio Gang. He was in office for less than 2 years, and $250 million vanished. He was wasting money, and was convicted of fraud and sent to jail.39) This is when the economy improves. 40) In 1919, the Boston police force went on strike because of low pay. They were getting paid the same amount as the steel workers. This then led them to create a social club, which turned into a labor union. With this, they violated regulations and 19 police men were fired. Also, while this was going on there was no protection so there was more crime going on.42) He helped elect the Klan member governor. The Klan membership was at 5 million, but fell because of him. He assaulted his secretary, and she committed suicide. He was convicted of bribery and election fraud which brought the membership down to 200,000 people in 1929.43) This act was created in 1927.
